If you mean Arroyo Seco just north of Tenacatita and El Tecuan in Jalisco state it is a tiny little farming hamlet a good 3 or 4 km in from highway 200 on a dirt road and about 1 km or so from the beach. There are a cluster of homes and say one or two little grocery stores and that's about it.
On the south beach called Arroyo Seco, the beach is divided into north and south by a large rock formation, there a few more homes perhaps about 12 or 15 say, but nothing else, at least not when I was there the end of April taking photos. I recall meeting an American couple this past winter who were building there but I don't know how that went for them, they were not in evidence when I was last there.
The Arroyo Seco beaches are known for good surf. It's only good for swimming if you are a strong swimmer, there can be an undertow there and at El Tecuan just south.
Realtors in the Barra/Melaque/La Manzanilla area all cover the coast as far up as Arroyo Seco.
